Normal solution (long, safe way)
Hints are given below when you expand the boxes.
Spoiler: Hint 1 (the easy way)
If you only care about clearing the level, there's a very simple way to beat this level.
Spoiler: Hint 2
Just follow Billy! He'll take you right to the exit.
Normal solution (harder way)
Spoiler: Hint 3 (introduction to spokes and axles)
If you want to follow the Queen's advice instead, drop down the railing'd pit to her east. You have a tricky puzzle here, and your first job is to get to grips with spokes, the pushable walls you'll find in the west half of the level. Have a play with them and see what you can figure out.
Spoiler: Hint 4
You can push spokes to rotate them about their central axle. However, they won't rotate if there is something in the way, like a wall or a spoke of a separate axle. Emm also counts - for example, you have to push L-shaped spokes from the outside, because if you stand between the two spokes and push them, the spoke behind Emm will collide with her and the axle won't turn.
Spoiler: Hint 5
Unlike blocks, if you die in this level, the spokes will reset! Where and when you die will become important factors in dealing with spokes.
Spoiler: Hint 6 (solving the spoke maze)
Your goal here, other than meeting Quinzo, is to reach the southeast stairs. As ever, work backwards. What needs to move so that you can get there? What stops that from moving? How do you get THAT out of the way?...
Spoiler: Hint 7
The stairs are guarded by immovable spikes and two spokes on the same axle (in an I shape - the two spokes point north and south). You can't rotate those spokes clockwise because of the pillar on the south wall. So you'll have to move it counter-clockwise to reach the stairs.
Spoiler: Hint 8
An L-shaped spoke arrangement stops the north-south spokes from going counter-clockwise, so you'll have to rotate that L first. It won't go counter-clockwise because of the pillar in the middle of the room. So it must be pushed clockwise.
Spoiler: Hint 9
Another north-south spoke set, near the centre of the room, blocks that L. So to solve this puzzle, you'll need to rotate the spokes in the centre so you can rotate the L so you can rotate the other north-south spokes to the south so you can reach the stairs. Got all that so far?
Spoiler: Hint 10
Those central north-south spokes can't be rotated clockwise - the L prevents that, and you can't push the L around because that's why you're trying to push the north-south spokes in the first place - so they must go counter-clockwise. That means getting to the other side of them.
Spoiler: Hint 11
There's a view-square up the stairs near Quinzo that gives you a great view of the maze. But that square is useful for another reason...
Spoiler: Hint 12
That view-square is the perfect place to fling from.
Spoiler: Hint 13
If you fling east from the view-square up the stairs, you land in the northeast corner of the room. That will let you get behind the central north-south spokes (after you rotate the horizontally-arranged east-west-orientated spokes out of the way, but that won't be a problem, because there's nothing blocking those). You've almost got a plan together, but there's one more trick here...
Spoiler: Hint 14
If you rotate the east-west spokes and the north-south spokes to clear a path for the L spokes, you may find yourself in a dead-end! What's gone wrong? What else needs to rotate out of your way?
Spoiler: Hint 15
There's one more set of spokes in this room that gets in the way - the ones north of the central pillar which start off in a sort of upside-down L shape. If only those weren't there...
Spoiler: Hint 16
To start this maze, rotate the upside-down L first (either clockwise or counter-clockwise). This keeps the path open for you. Now you can start rotating the spokes to clear the way to the stairs.
Spoiler: Hint 17 (full solution)
Push the spokes around like so. Red arrows show where Emm should move and fling, and white arrows indicate how the spokes will rotate.
To beat the level while meeting Quinzo, drop down to the east of the Queen of Forks. To leave the east half of the level: rotate the northern upside-down-L-shaped spokes either clockwise or counter-clockwise. Climb the stairs to the northwest, then fling across to the northeast. Rotate the east-west orientated spokes clockwise once. Rotate the central north-south orientated spokes counter-clockwise once. Rotate the central L-shaped spokes clockwise twice. Rotate the southern north-south orientated spokes counter-clockwise once. Walk around the spokes to the southeast stairs, climb them and exit the level.
(I appreciate that this is hard to describe in text. Hopefully the diagram is clearer.)

Present solution
Spoiler: Hint 1 (present location)
Finding the present is the tricky part. It's a big level so check everything carefully.
Spoiler: Hint 2
You don't need to follow Billy.
Spoiler: Hint 3
You don't need to solve the spoke-and-axle maze, but it might help.
Spoiler: Hint 4
If you solve the spoke and axle maze (see Normal solution (harder way) above), which axles haven't you really interacted with yet?
Spoiler: Hint 5
Check carefully around the egg in the east pit.
Spoiler: Hint 6 (solution)
The present is tucked into this little cubbyhole
Drop down the east side, you will land behind the spoke in the SW corner of the pit. You need to push it east to get to the rest of the level. Note a hidden path directly west of the egg you can't get to because of the spoke you just pushed. Touch the egg to set your birth point there, kill yourself on some spikes to reset the axles, and then walk west from the egg to find the present tucked away in the SW corner.
