Normal solution
Hints are given below when you expand the boxes.
Spoiler: Hint 1 (the lower floor)
You start on the ground floor of this level, and your first goal is to reach the stairs in the northwest. Best way to do this is just to experiment and push all the spokes you can see. (Remember that the best way to reset multiple spokes at once is to die.)
Spoiler: Hint 2
You can probably brute-force this easily enough, but the view-square gives you a good view of the lower floor. This view is enough to work out what needs to be pushed.
Spoiler: Hint 3
Most of the axles have two spokes, which is why they're all jammed with each other. Find the one axle with a singular spoke, and push that first.
Spoiler: Hint 4
Start from this southern axle and work your way up the west side
The axle south-southwest of the starting egg only has one spoke attached to it. Rotate that first. Then you can work your way north up the west wall, rotating spokes out of the way until you reach the stairs.
Spoiler: Hint 5 (the upper floor - a useful technique)
First, tag the egg here! Now, you don't have a good view of the upper floor yet, so you just have to explore. Work your way clockwise around the central pit.
Spoiler: Hint 6
The little stairs in the southeast corner are important. What can you do with them?
Spoiler: Hint 7
This level relies on a special property of spokes which you may already have discovered if you've been hunting presents in previous levels. (Rotarinth demonstrates the technique well.)
Spoiler: Hint 8
You can walk on spokes! Try it with the stairs and the spokes north of them. This will allow you to walk Emm to new spots for flinging. What can you do now that you can walk on spokes?
Spoiler: Hint 9
Alas, you can't fling to the exit - somebody put some spikes behind the exit just to catch you out. But you can fling into the wall just south of the way to the exit, and then walk to the view-square to get a better view of this floor and plan a route.
Spoiler: Hint 10 (the upper floor - making a path)
So we can't fling to the exit, meaning we'll have to walk. And since the exit is raised, that means pushing spokes together so that we have a safe path to the exit. You need to rotate spokes so that you can climb or fling onto them and walk to the end. Use the view-square to look for useful axles and spokes, as well as spokes which must stay still.
Spoiler: Hint 11
If you can't fling to the exit, then the spokes on the southwest axle must stay horizontal, otherwise you won't be able to walk to the exit.
Spoiler: Hint 12
You're also restricted by how you can push the spokes. Look at the south-southwest axle (that is, the spoke north of the view-square). You can't rotate that axle clockwise because you can't stand north of the spoke to push it south. You can rotate the axle counter-clockwise, but what then? The spoke is stuck pointing north, and you can't reach it to walk to the exit. So that axle should stay un-rotated too.
Spoiler: Hint 13
Keep in mind that you can fling from spoke to spoke, as long as you hit a wall that stops you on a spoke. Look at the south-southeast axle now, whose spokes point north-south. If you were to stand on an axle or spoke to the north of that axle and fling south, you would hit the southern wall and land on top of that axle's spokes. This would let you walk to the exit. That seems pretty useful! Let's leave this axle alone too.
Spoiler: Hint 14
Following on from Hints 11-13, our plan so far is to leave most of the southern row of axles untouched, and use their spokes to walk to the exit. We have to fling south onto the spokes of the south-southeast axle to do that. This suggests that the axle directly north of that - the north-northeast axle - is going to be very important! Go study the northern axles now, and devise a plan for rotating them so that you can get onto that axle. (You may have to die to get away from the view-square. Use the convenient spikes in the corner. Remember, this will reset all the axles too.)
Spoiler: Hint 15
Which way must the north-northeast axle's spoke be pointing so that you can walk or fling onto the axle? You can't get onto it from the north, obviously, and you can't get onto it from the south since you're trying to arrange this axle to let you go south in the first place. So you'll walk onto this axle from the east or west. So the spoke should be pointing east or west.
Spoiler: Hint 16
What happens if the north-northeast axle's spoke points east? Well, remember that in order to walk on the spokes in the first place, we have to reach the steps in the southeast corner. This means going around the northeast corner, which in turn means rotating the northeast spokes clockwise. But having the north-northeast spoke pointing east blocks the northeast spokes! So we have to make the north-northeast spoke point south so we can get around the northeast corner. Can we turn it back east or west from there?
Spoiler: Hint 17
Have you noticed the little catwalk poking out from under the north-northeast axle? It juts out just a little bit to the east. Make use of this catwalk!
Spoiler: Hint 18
Rotate the axle (labelled A) 270 degrees like this so that it points west
If you have the north-northeast spoke pointing south, you can use it as a wall to fling west onto the catwalk. Then you can push the spoke clockwise so that it points to the west. This is the critical move that gets you close to beating the level!
Spoiler: Hint 19
Recall that we needed to get onto the northern spokes so that we could fling onto the southern spokes. With the north-northeast axle's spoke pointing west, we've made a line of spokes along the north that leads up to the western wall. So if we got in a line with the northern axles and flung west, we would land on that western tip and we could backtrack to the north-northeast axle to fling south to the spokes that lead to the exit. Got that? (I'm doing my best to keep this simple, but it's a hard level to describe!)
Spoiler: Hint 20
What the above hint is trying to say is, you need to get on top of the northeast axle. You may have already discovered how to do this.
Spoiler: Hint 21
If you walk along the east wall to the southeast steps, you have to push the spokes in certain ways to stop them jamming each other. You should find that by the time you reach the stairs, the spokes are already forming a north-south line! You just need to pay attention to the northeast axle. (Actually, if you fling north from the steps, you don't even have to care about the spokes between the steps and the northeast axle!)
Spoiler: Hint 22
Putting it all together: when you get to the upper floor, you need to make the north-northeast axle's spoke point west, and the northwest axle's spokes point north-south. Then you just climb the stairs, follow the eastern axles north, fling west, follow the northern axles east, fling south, and follow the southern axles to the exit. Simple as anything.
Spoiler: Hint 23 (full solution)
After setting up the spokes as illustrated in Hint 18, simply walk on top of the spokes and fling into walls to reach the exit
From the start, push the western spoke on the south edge of the starting area (on the axle south-southwest of the egg). Rotate the axle east of that once; rotate the two axles north of that one counter-clockwise once each; then rotate the axle in the northwest corner once to access the stairs to the next level. (See Hint 4 for a diagram.) Climb up and tag the egg to the north.
Call the north-northeast axle (with the single spoke) Axle A. Rotate Axle A clockwise twice so the spoke points south. Walk around the northeast axle (rotating it as you go) and fling onto the catwalk which is poking out from below Axle A. Rotate Axle A again so the spoke points west. (See Hint 18 for a diagram of these steps.) Fling back east and rotate the northeast axle so the spokes point north-south. Walk south and rotate spokes to make one continuous north-south line of spokes. Climb the southeast stairs and walk north along the spokes. Stand on the northeast axle and fling west, landing on the tip of a spoke attached to the northwest axle. Walk east to stand on Axle A and fling south, landing on a spoke east of the view-square. Walk (don't fling!) along the spokes to the exit.

Present solution
Spoiler: Hint 1 (present location)
Finding the present is the tricky part. Search the level carefully.
Spoiler: Hint 2
Note a small window in the north wall of the lower floor.
Spoiler: Hint 3
You'll need some elevation to get into it, so you'll need to drop down from above.
Spoiler: Hint 4
You need to land on a spoke. The grills on the second level can give you the proper location to fling from.
Spoiler: Hint 5 (solution)
Rotate the spokes along the north wall on the lower floor so that the one east of Emm here is pointing west towards the egg...
... then fling from the catwalks on the upper level so that you drop down onto that spoke, and fling north to the present
Do the following:
- SSW axle: push counterclockwise (facing S). (the only one you can push initially.)
- SW axle: push counterclockwise (facing E-W).
- WSW axle: push counterclockwise (facing S-W).
- WNW axle: push counterclockwise (facing S-W).
- NW axle: push counterclockwise (facing N-S).
- NNW axle: push counterclockwise (facing N-W).
- NNE axle: push counterclockwise (facing N-W).
- NE axle: push counterclockwise (facing E-W).
- ENE axle: push clockwise (facing S-W). This will give you a platform you can fling to the window in the north wall from.
- Leaving that last axle in place, reverse several of the previous moves to get to the stairs to the second floor.
- Go up, and make your way to the wire grills overhanging the pit on the west side. Stand on the end of the path and fling east, landing on the axle you positioned below. Fling north from the tip of the spoke through the window to the present.
