In the image to the right, I have divided the grid into 3x3 squares, separated by the rows and columns which the axles and spokes occupy. I've labelled the rows 1-4 and the columns A-G, and will refer to areas of the map by these labels. For example, the area in which Emm is standing in the image is square D3.

Since I am counting down and across from the northwest to the southeast, I will refer to the axles by whichever grid square they are on the southeast corner of. So the most northwestern axles in the level will be Axle A1, since it is on the southeast corner of A1; the most southeastern axle will be Axle F3, since it is on the southeast corner of F3.

Normal solution

Spoiler: Hint 1 (general advice) 
This is a hard one to give hints for. It's obvious where the exit is, but the ice makes this a more complex axle maze than you've seen before, so that it's hard to figure out the route just by looking at the maze. Be prepared to play around a lot! If you need to reset the axles, there are spikes in each corner of the level.
Spoiler: Hint 2 
When you push a spoke, you always keep on sliding in the same direction. So if you need to rotate an axle to get a spoke in a better position, you need to plan how you're going to slide back to it too.
Spoiler: Hint 3 (planning a basic route by working backwards) 
Clearly, the final move in this maze is going to be moving north into the exit area. That means moving north from somewhere in column D. So we need to use a spoke that's facing north or south along the edges of column D as a wall to stop ourselves in column D - either we use a spoke that's already there, or we rotate a spoke to be there. And wherever we stop ourselves, we need a clear path north to the exit, or we need to be able to push north and rotate spokes out of the way to get to the exit.
Spoiler: Hint 4 
Look at D1, and then look at Axle C1. That axle is the center of an L-shape of spokes. These spokes are going to be crucial to our solution. Either we head north to the exit from D1 - in which case, these spokes are the only ones close enough to stop us in D1 - or we head north from D2, D3 or D4 - in which case, we need to have rotated these spokes already, or we'll get caught between the spokes and be unable to rotate them north. Focus on how you are going to rotate the spokes of Axle C1.
Spoiler: Hint 5 
You can't rotate Axle C1 clockwise from the north - if you could, you would already have stopped in D1 and you could just go to the exit instead! So at some point, you'll need to rotate the spokes counter-clockwise from the west. That means heading west from A2, B2 or C2.
Spoiler: Hint 6 
There is another L-shaped pair of spokes on Axle A1. They already form a wall between B1 and B2. So we could head north on Column B, stop in B2 by those spokes, then head east to rotate Axle C1. So how will we stop in Column B?
Spoiler: Hint 7 
Axle B3 and its north-facing spoke look tempting, but that spoke won't work. (The explanation is long, but basically, to get there right now we would need to go through the gap from C1 to C2 or make a similar gap nearby, and we can't do that without rotating Axle C1, but that's the problem we're trying to solve in the first place...) We'll need to rotate Axle A3 to make some north-facing spokes so that we can stop on B3 or B4.
Spoiler: Hint 8 
To rotate Axle A3, we'll need to stop in Column A, using the western wall of the level to stop us. And since we can't come at it from the north (for similar reasons to what we established about Axle B3 in the hint above), we'll need to push from the south. That means going to square A4, the southwest corner of the level, and pushing north to rotate A3 clockwise. As it happens, we can reach A4 pretty easily from the start of the level.
Spoiler: Hint 9 (trying our route and refining it) 
Let's try enacting what we've got so far. From the start of the level, head to A4 (you'll need to go through square C3 and rotate Axle C3 counter-clockwise to get there). Push north - you'll rotate Axle A3 and end up sliding into square A1. Now, you can't go back the way you came - you'll just rotate A3 again and undo your work - so you need to loop around the maze a bit. Remember, you're aiming for either B3 or B4, so you can slide north to B2, so you can slide east and rotate Axle C1, which will be necessary for heading north from somewhere on Column D to the exit. (By the way, what we've just done in this hint is not entirely correct! Be careful if you want to use this hint as a springboard to solve the level.)
Spoiler: Hint 10 
From A1, if you can't go south, you have to go east. That means rotating Axle A1... which is fine, because you'll still have a spoke pointing east from Axle A1, so you can still stop on B2. Now you should slide to E1, and you still need to get to B3 or B4.
Spoiler: Hint 11 
The obvious route is to get to row 4 - slide from E1 to E3 to G3, and then either push Axle F3 around or head through G2, F2 and F4. But if you've been following these hints closely, if you now try to go west to B4, you've got a big problem. What is it and how could you fix it?
Spoiler: Hint 12 
Axle C3 now has its spokes pointing south and east, so that we can't push west through it, since we'll jam the spokes with our own body! This is the first axle that we rotated in Hint 9. So how can we revise the route we took in Hint 9 so that Axle C3 doesn't block us later in the level?
Spoiler: Hint 13 
Well, it's just Axle C3's south-facing spoke that's the problem. So we just need to rotate it once more early on so that nothing points south.
Spoiler: Hint 14 
The correct beginning to the level is to slide through D3 to C3 as before, push south to rotate Axle C3 as before, and then push east to rotate Axle C3 a second time, so that its spokes face north and east. Then we can continue to A4, push north to rotate Axle A3 as before, and follow the route in Hints 10 and 11. That will stop us on B4.
Spoiler: Hint 15 
Now we can finally execute the route we planned early on - head north to B2, and push east to rotate Axle C1, landing on E2. The rest of the maze is easier than you might have been expecting!
Spoiler: Hint 16 
Since Axle C1 now has a spoke pointing north, all we have to do is slide north and west to stop on D1. We can walk to the exit now!
Spoiler: Hint 17 
Follow the wiggly red line to the exit. It's cluttered near the beginning where you go around Axle C3, bump into Axle F3's spokes, then immediately double back to section A4. Hopefully the rest is more readable.

From the start of the maze, make the following steps: north, west, south, south (rotating Axle C3), east, east (rotating Axle C3), west, north, north (rotating Axle A3), east, east (rotating Axle A1), south, east, south (rotating Axle F3), west, west (rotating Axle F3), north, east, east (rotating Axle C1), north, east, north. Walk to the exit.

Present solution

Spoiler: Hint 1 (present location) 
The present isn't visible, but there's a suspicious gap on the east wall.
Spoiler: Hint 2 
There's a second egg right near the exit. That must be used for something, right?
Spoiler: Hint 3 
To get into the gap on the east wall, you need to be centered in the row. Most of the time, when you slide and collide against a spoke, you end up off-center.
Spoiler: Hint 4 
Can you see any point in the maze where you could get on-center of the grid?
Spoiler: Hint 5 
You need to set your rebirth point near the exit but then go back to the start and slide north centered in the column. There are some convenient squares without ice on them in the center of many of the grid locations. Can you trace a path to gap on the east?
Spoiler: Hint 6 (solution) 
Follow the path from the exit to the present. Maybe difficult to read, but you're pushing through spokes from the exit straight to D2 to A2, E2, E1, D1, then all the way south to the starting point, after which you have a clear path to the present.

Solve the level as normal, set your rebirth point to the egg near the exit. Die to reset all axles. Slide south, rotate the first axle you hit (C1) twice so it's out of the way of the center column. Slide east, north, west, south so you can rotate axle C2 vertically so it's also out of the way of the center column. Slide south to where you started the level. Center yourself north of the egg and slide north, east, south, east, east, east to the present.
