Hints are given below when you expand the boxes.

Spoiler: Hint 1 (what to do) 
Other than checking in on Quinzo? This level has a lot of moving parts, but if you look for the exit and work backwards, you'll find you don't have to do much to beat the level.
Spoiler: Hint 2 
You can ignore the T and W blocks completely. Those are only useful for completionists.
Spoiler: Hint 3 
The exit is in the northwest corner of the level. The way to the exit is halfway up the wall, so you'll have to fling into it from somewhere south.
Spoiler: Hint 4 
The spokes in the southwest corner are the only place you could possibly fling to the exit from, so you have to get on top of those somehow.
Spoiler: Hint 5 
You can't drop onto the spokes from above (there's nowhere you can drop from), so you have to fling onto them from somewhere else... such as the spokes in the southeast corner.
Spoiler: Hint 6 
Tracing backwards from the exit, you should realise that you'll need to fling from the little flight of stairs in the northeast corner, to the southeast spokes, to the southwest spokes, to the exit.
Spoiler: Hint 7 (the southeast spokes) 
First, work on flinging from the northeast corner to the southeast spokes. How can you land on the spokes instead of flying straight over them?

If you beat Grand Axles, you should know how to arrange these spokes so that you can land on them.
Spoiler: Hint 9 
If one of the spokes was pointing south, you could fling south from the steps, bump into the pillar south of the axle, and land on the southern spoke.
Spoiler: Hint 10 
A smaller pillar and a ONE gate are stopping you from rotating the southeast spokes. So get rid of one of them.
Spoiler: Hint 11 
Push any of the ONE blocks out of place, and you'll open the ONE gate so that you can point one of the spokes south.
Spoiler: Hint 12 (the southwest spokes) 
Once you can land on the southeast spokes, the next step is to fling to and land on the southwest spokes. But the same trick won't work twice - you can't rotate the southwest spokes to have a spoke against the wall to fling into, because there's a set of spikes on the western wall that stop you doing that. So what else is there to help you land on the southwest spokes?
Spoiler: Hint 13 
You do not have to rotate the southwest spokes at all to beat this level.
Spoiler: Hint 14 
That open ONE gate could stop you on the southwest spokes if it was closed.
Spoiler: Hint 15 
So go close it! Once you've rotated the southeast spokes, you don't need that gate open anymore. Reset the ONE blocks to close the gate and make the wall that will help you fling to the exit.
Spoiler: Hint 16 (full solution) 
Rotating the southeast spokes will let you fling to the exit. You can't see fling point #1 very well from the view-square, but the inset diagram shows the little staircase you need to stand on.

Push any block of the word ONE north to open the ONE gates. Rotate the southeast spokes so that one spoke is pointing south. Smash the block you pushed to reset the ONE and close the gates. Climb the small flight of stairs in the northeast, and fling south so that you land on the south-pointing spoke of the axle you just rotated. Step north once and fling west, so that you collide with the closed ONE gate in the southwest and land on the spokes there. Fling north to the exit.

Present solution

Spoiler: Hint 1 (present location) 
The present can be seen from the exit, up and to the west. A path leads to it from the west.
Spoiler: Hint 2 
There's a window high up in the SW corner of the room that you could fling to from the TWO bridge. It's a good bet that's how you get to the present.
Spoiler: Hint 3 (getting the T) 
There are the T and W blocks you need to spell TWO in the NW, and a TON barrier. Presumably you need to retrieve the T first and use TON to get the W.
Spoiler: Hint 4 
Can you find a way to fling to the T? And if you do, can you get it to the ground to make TON?
Spoiler: Hint 5 
You will need to rotate the other axle, the one with three spokes coming out of it. That will let you fling north to the T.
Spoiler: Hint 6 
You can push the T to the west like this, so that you can smash it onto the ground floor blockpad. Note that the T doesn't respawn immediately after you push it onto the northern spikes, because you're standing on the blockpad it wants to be reborn on!

You will need to do a sideswizzle on the T. Push the T north then step east so that when the block rebirths, you can push it west to the ground.

Spoiler: Hint 7 (getting the W) 
Once you make the TON barrier, you can get to the W with some flinging. How can you get it down?

There is the one-tile jut out to the east of the W column. Where could you fling from to get there?
Spoiler: Hint 9 
Fling from the little staircase (one space east of where you'd fling to get onto the spokes) to get to the W

You can't fling horizontally while on stairs, but you can fling across the tops of stairs.

Spoiler: Hint 10 (solution) 
How to transform ONE into TWO. The details of dislodging the T and W are glossed over here, but see Hints 6 and 9 for diagrams of those bits. When you're done, fling from the TWO bridge up top near the egg.

Solve the level as normal to get to the point where you could fling to the exit standing on top of the axle. Take two steps west and fling to the T instead. Do a sideswizzle by pushing the T north into spikes, step east letting the T rebirth with you east of it so you can push it west. Smash the T to rebirth it. Build the word TONE below (simultaneously making TON and ONE). Getting the T in position with the rest can be a bit tricky but from its new blockpad you can push it south, east, north, east, south, west, and then the ONE letters can just be pushed north, west. Take the short stairs in the NE as you've done before and follow the fling path to the TON barrier. Fling west, walk north and fling east into the fence just north of the W. Push the W south. Go back to the top of short stairs in the NE and take one step east so that you can fling west to the W. Push it to the ground and rebirth it. Make TWO in a similar manner as you did TONE. Go up the stairs to your starting egg and fling west while standing on the T in the TWO bridge. Follow the path to the present and a song from Billy.

[A slightly simpler way to do this is never rebirth the T or W once they hit the ground - just build your words along the west wall.]
