Normal solution
Hints are given below when you expand the boxes.
Spoiler: Hint 1
This level's a little test of what you've learned about blocks so far... but it's not so bad if you're only trying to get past it. Have a close look at the bridges.

Spoiler: Hint 2
Have you noticed that you only need to complete the ONE bridge to beat the level? So you can largely ignore every block that isn't the O, N or E. So where are you going to build ONE?

Spoiler: Hint 3
That central structure with the fenced area on the bottom and the hole on the top looks important. Remember how you dealt with one of the puzzles in Slightly Low Basement, the one with the WHO ARE YOU bridge?

Spoiler: Hint 4
If a block stops over a hole, it falls straight down. The blocks on the top floor are pointing straight at the big hole.

Spoiler: Hint 5
You will need to push blocks into the hole on the top floor so that they spell ONE on the bottom floor. (You can try not using the hole, and there's an achievement for managing it, but it's way harder than just using the hole!) Use the view square (the big red eye which you can walk over) to get a look at the bottom floor when you need to.

Spoiler: Hint 6
You can push the E east from its starting position, and the N west from its starting position. This will spell NE on the bottom going south. Where does the O need to go in order to fall into place?

Spoiler: Hint 7
If the O was south of the hole, it could hit the pillar in the middle of the north side of the hole and fall into place. You may need to push away another block to set this up.

Spoiler: Hint 8 (solution)

From their starting blockpads, get rid of the W (push it north or south), then push the O east, then north. Push the N and E as described in Hint 6. This closes the ONE bridge and lets you leave the level.

Present solution
Spoiler: Hint 1 (present location)
The present is on an isolated platform on the lower level, with bridges ONE TWO GOD leading to it.

Spoiler: Hint 2
You need to spell all three words at the same time. The O is shared among all three words. Note where the O is positioned in each word.

Spoiler: Hint 3
TWO has to be spelled vertically above the O, with ONE and GOD spelled either:
GOD
 N
 E

or

G
ONE
D

Spoiler: Hint 4
It is not necessary to move blocks around manually in the chamber below once they've fallen in the pit.

Spoiler: Hint 5 (solution)

The solution is the first layout shown in hint 3. Most letters can be moved into place relatively easily:
* G: push east, south to put in northwest of chamber.
* D: push east to put in northeast of chamber.
* N: push west to put in center of chamber.
* E: push east to put in south of chamber.
* O: push W out of the way, then push O east, north to put in north of chamber.
(do above in any order, then:)
* W: smash (reset) W, then push it east, north to put it on top of O.
* T: push west, north to put it on top of W.
This should form all three words and will let you walk to the present.

Extras
Spoiler: Achievements
There is 1 achievement available for this level:
* Murky Tops: Beat Murky Basement keeping all blocks on top floor.
Spoiler: Hint 1
You don't need to spell GOD or TWO for present access, you just need to spell ONE.
Spoiler: Hint 2
The N is most restricted where it can move. You can't push west without it going in the pit. You can't push it north or south because of the nearby pillar. You can't use any spacer blocks to help.
Spoiler: Hint 3
Therefore you need to spell ONE along the east fence.
Spoiler: Hint 4
Spelling ONE:
* Push O north, east into the corner.
* Push N east, north, making ON.
* Push the GED blocks all north, then west. Push W north then west (spelling GEDW), which will be a backstop for E. Smash the E then push it north, east, south, east, north, spelling ONE.
Exit the level to get the achievement.
